Net Energy Metering (NEM) 3.0 is not a difficult idea to comprehend. To get down to the point, Net Energy Metering 3.0 is a government scheme that provides wider access to consumers who want to install solar photovoltaic (PV) systems on their roofs. These systems use solar energy to generate electricity.

It is a cleaner and more effective energy management system that allows customers to save money on their electricity costs by consuming solar energy generated by their solar PV system.


NEM 3.0 includes three initiatives: Program NEM Rakyat, Program NEM GoMEn, and Program NOVA. These are discussed in the following sections. These three campaigns target distinct categories of candidates.

1. Program NEM Rakyat

2. Program NEM GoMen

NEM program GoMEn is an initials for Government Ministries and Entities, and it mostly refers to government structures.

3. Program NOVA

Net Offset Virtual Aggregation (NOVA) is a program that covers commercial and industrial use.

This program is only available to commercial and industrial account holders, a term that encompasses a wide range of individuals, businesses, and organisations. It will be implemented from April 1, 2021 to December 31, 2023, with a quota offering of 300 MW.

The quota has been rapidly depleted since the release of the NEM NOVA. The quota has taken up 67 percent of the available space until 1 May 2021. Clearly, businesses are embracing renewable energy, and acceptance has increased significantly since NEM 2.0 was fully implemented in 2020.

Except for commercial and industrial account holders, where the government intends to introduce a market approach to push the concepts of virtual aggregation and market-driven price, there is little difference between NEM 3.0 and NEM 2.0.

Finally, all parties, including residents, government bodies, and organisations, should take the initiative to participate in NEM 3.0 as a great way to save money and the environment.
